Satpal Garg
Director
Mr. Satpal Garg is a Commerce Graduate from University of Delhi, India and a Fellow Chartered Accountant from the Institute of Chartered Accountants of India, Fellow Company Secretary from the Institute of Company Secretaries of India (ICSI), Associate Member of the Institute of Cost Accountant of India (ICMA) and LLB from CCSU, Meerut. Mr. Garg is an oil and gas industry veteran and a Finance and Accounts professional in India with over 40 years of industry experience to his credit. He was Member (Commercial & Monitoring) in Petroleum and Natural Gas Regulatory Board (PNGRB) from July, 2017 to August, 2021. He along with other Members of PNGRB made significant contribution in development of Gas industry in general and CGD industry in particular. Earlier he worked in various positions in National Oil Company of India (ONGC) and was Director (Finance) ONGC Videsh Limited (subsidiary company of ONGC for handling its overseas operations). He superannuated from ONGC Videsh Limited in August, 2016. He has worked in almost all facets of the organization, be it Corporate, Regional or at Project office level and roles ranging from finance head, central procurement, internal audit, marketing, corporate planning and Company Secretary, before moving to Board Level position with ONGC Videsh. He was Director (Finance) of ONGC Videsh for 8 years from September 2008 to August, 2016, during which he held additional charge of Managing Director, ONGC Videsh Limited for about six months. Mr. Garg has made significant contributions in streamlining and strengthening internal controls, accounting, budgetary control and towards business development activities of ONGC and ONGC Videsh which included acquisition of E&P Assets in various countries. Earlier in ONGC, he was associated in the acquisition of an Indian refinery (MRPL) by ONGC, its subsequent debt restructuring & revival and also participated in disinvestment process of equity in ONGC - the largest disinvestment till then by the Government of India. In PNGRB, in addition to various other contributions, he was instrumental in changing the role of PNGRB from a Regulating Authority to a Facilitator. After successful completion of his tenure in PNGRB, he is currently on the Board of HCG Group of Companies.
Rajeev Mathur
Director
Mr. Rajeev Mathur is a Mechanical Engineer by profession, having a Master's Degree in Business Administration with specialization in Marketing Management and has over 36 years of experience in the Oil & Gas Sector. He is presently Director of HCG Group. His previous assignments have been as the President, Policy & Growth of Cairn Energy India, as an Executive Director in GAIL and as the Managing Director of Mahanagar Gas Limited, Mumbai. Mr. Mathur has been the past Chairman of the Energy Committee of the PHD Chamber of Commerce & Industry; and the Governing Council of the Natural Gas Society. Mr. Mathur has also been a Director on the Board of Indraprastha Gas Ltd., GAIL Gas Ltd, Bengal Gas Ltd. Avantika Gas Ltd. and China Gas Holdings Ltd, Hongkong.
Asit Kumar Jana

Mr. A K Jana is Chief Executive Officer of HCG Group and spearheading CGD business across authorised GA’s. A Production Engineering Graduate (1985) from Jadavpur University, Kolkata. Passionate for developing new businesses in a fast-changing business environment. Firmly believes that any business can be transformed with “People, Process and Technology”. Core expertise in Strategic Intervention, Growth Opportunity Identification and Delivery, Unearthing trade insights and converting them into business building plans, analytical skills and mentoring leaders for tomorrow. He joined in India’s Gas Leader GAIL in its 1st batch in 1985 and possesses rich hands-on experience of various Project Execution, Project Management, Operations and Maintenance of Cross-Country Pipeline, Process Plants & LNG Terminal. Mr. Jana as Chairman RGPPL has successfully turnaround abandoned and beleaguered assets of erstwhile Dabhol Power. He has made significant contribution in India’s Road towards Gas Based Economy by serving 40 years in development of natural gas value chain across the country. He has 20 years’ experience in CGD sector in various capacities for different organisations. He has extensive Board level experience of 12 years in various organisations and has led Gail Gas Ltd as CEO and Indraprastha Gas Ltd as Managing Director.
Deepak Sawant
President
Mr. Deepak Sawant is working as President in HCG Group and looking after Nagpur and Raipur Geographical area for overall development of City Gas project He was superannuated as Managing Director on the Board of Maharashtra Natural Gas Ltd. (MNGL) (JV of Gail & BPCL) on February 2023. He holds B.E. (Mechanical) from Government of Engineering College, Ujjain having in-depth knowledge in chemical and hydrocarbon sector. He has rich experience of over 28 years in Gas business which includes overseas assignments in Myanmar for exploration and production of Natural Gas. His first major stint started with GAIL (India) Limited, a Maharatna PSU under Ministry of Petroleum & Natural Gas, Govt. of India in the year 1991. During this tenure, He was involved in various Projects including LPG recovery plant and LPG transportation pipelines. He has wide experience in City Gas Distribution & was with Mahanagar Gas Ltd. (MGL), Mumbai from the year 1997-2000 which was the initial built-up period of the company. He has also worked in PNGRB (Petroleum & Natural Gas Regulatory Board) from 2007-2013 and was one of the team members for making of CGD and NG Pipeline regulations. He has been with GAIL Gas Limited and handled 6 Geographical Areas (GAs) directly including Bengaluru and 6 Geographical Areas with Joint Venture partners. He was also a pioneer in 9th and 10th bidding round which could get GAIL Gas total 11 new Geographical Areas directly and 2 new GA through JV. He was holding the position of Director in various JVs of GAIL Gas including Haridwar Natural Gas, Goa Natural Gas and Kerala GAIL Gas. Prior to his appointment as Managing Director in MNGL, He successfully shouldered the responsibility of full time Director as Deputy Managing Director of MGL, Mumbai. He has taken charges as Managing Director on the Board of Maharashtra Natural Gas Ltd. (MNGL) w.e.f. April 6, 2021 (JV of Gail & BPCL).
Debabrata Das

Mr. Debabrata Das is a Qualified Chartered Accountant with 18+ years of rich experience in Corporate Finance, Treasury and Finance strategy, Capital Management plan, Fund raising, debt restructuring, Investments and Business Finance Prior to joining HCG Group, Mr. Das has worked as Head Corporate Finance with Adani Total Gas Limited responsible for raising Term Loan Finance, Foreign Currency Loan and Working Capital for the various Infrastructure Projects. Mr. Das successfully managed financial closure for greenfield Infrastructure projects worth ~INR. 20000 Crs along with raising Corporate Debt ~INR 6000 Crs during his tenure with Adani Total Gas Ltd & GMR Group, also led the Debt structuring, Refinance and elongation of Project debt to establish long term viability of projects. Mr. Das mission is to drive capital management plan, ensuring adequate long-term funding, working, capital and efficient capital structure for the company, Strategic Investments, Internal Control, Finance Governance and Digitization of the Group.
